Services Provided by Human Resources

The Human Resources Department is responsible for the full range of human resources and personnel services for the City. These services include:
  • Recruitment, testing and employee selection for city employment
  • Assuring equal employment opportunities and contracting with the city; investigations of discrimination and sexual harassment claims against city employees
  • Review of job duties to appropriately define positions
  • Negotiation and administration of salaries and union contracts
  • Administration and management of employee benefits
  • Resolution of grievances
  • Administration and oversight of disciplinary actions of city employees
  • Review of employees’ performance
  • Maintenance of personnel records
  • Certification of payrolls
  • Promotion of training and safety to city employees
  • Evaluation and management of risk for the city related to employee programs including worker’s compensation and unemployment insurance
  • Establishment of rules, regulations and policies for city employment
  • Reporting on programs and activities of the human resources function to the common council
